In a large pan, cook the ground beef over medium heat until browned, then drain the excess fat.

Stir in the taco seasoning and water, bring to a boil, then reduce heat to low and simmer uncovered for 5-10 minutes until the liquid is mostly evaporated.

Remove from heat, then mix in the cooked white rice, refried beans, chopped black olives, and 1 cup of shredded cheddar cheese.

Preheat the oven to 350°F.

Spoon about 1/3 cup of the beef mixture into each flour tortilla, roll them up, and place seam side down in a greased 9x13 inch baking pan.

In the same pan used for the beef mixture, cook green bell pepper over medium heat until softened.
