Preheat the oven to 400F (200C) and coat a baking sheet lightly with 1 tablespoon of olive oil.

In a bowl, combine the remaining olive oil, Dijon mustard, minced garlic, dried oregano, chili flakes, salt, lemon zest, and black pepper. Mix well until it forms a consistent paste.
