In a blender, combine the chopped tomatoes and fresh basil leaves. Blend until smooth, creating your base tomato sauce.

In a large pot, bring water to a boil. Add a generous amount of salt. Once boiling, add the whole wheat penne pasta and cook according to package instructions until al dente. Reserve one cup of pasta water for later and then drain the rest.

While the pasta is cooking, heat olive oil in a separate large pan over medium heat. Add the diced onion, minced garlic, and finely chopped red chilli. Cook until the onions are translucent, about 5 minutes.

Add the tomato paste to the pan and cook for another 2 minutes to deepen the flavor.

Pour the tomato basil sauce from the blender into the pan. Lower the heat and let it simmer for about 15 minutes.

Season the sauce with salt and black pepper to taste. Stir in half of the Parmesan cheese until it is completely melted.

Add the cooked pasta into the saucepan. Toss until the pasta is well coated. If needed, add the reserved pasta water a little at a time to adjust the consistency of the sauce.

Portion the pasta into bowls. Sprinkle the remaining Parmesan cheese over each serving and serve immediately.
