In a large bowl, whisk together 1/3 cup water, cornstarch, hoisin sauce, light brown sugar, soy sauce, sesame oil, and black pepper to create the sauce.

Place a large nonstick skillet over medium-high heat, add the broccoli florets and 1/4 cup water. Cover and steam for 2 minutes until broccoli is tender.

Transfer the cooked broccoli to a plate, and set aside.
