In a 4-quart pot, heat the vegetable oil over medium-high heat. Add the finely chopped onion and cook for 5–7 minutes, stirring occasionally, until softened.

Add the minced garlic, chili powder, ground cumin, smoked paprika, and cayenne pepper. Stir and cook for 1 minute until fragrant.

Add the jasmine rice, black beans, and vegetable stock to the pot. Bring to a boil, then lower the heat and cover. Simmer for 20 minutes.

Take the pot off the heat and let sit for 5 minutes, covered.

Add the minced scallions, chopped fresh cilantro, lime juice, salt and pepper to taste. Stir to combine, cover, and let the dish sit for an additional 5 minutes to steam the scallions and cilantro.
