Add 2 tablespoons olive oil to a rimmed baking sheet and set aside.

Using a food processor, pulse the fresh salmon until coarsely chopped.

In a large mixing bowl, combine chopped salmon, panko bread crumbs, yellow onion, green onions, garlic, eggs, fresh dill, lemon juice, lemon zest, smoked paprika, salt, and black pepper. Mix until thoroughly combined.

Form the mixture into 10 to 12 patties, using about 1/4 cup of the mixture per patty.

In a small bowl, combine Greek yogurt, lemon juice, fresh dill, salt, and black pepper. Stir well and refrigerate until ready to serve.
