Fill a large pot with water, add a pinch of salt, and bring it to a rolling boil. Add the elbow macaroni to the boiling water.

When there are about 5 minutes left for the pasta to be done, add the cauliflower florets into the same pot. Continue to cook until the pasta is al dente and cauliflower is soft.

Drain the cooked cauliflower and pasta, then return them to the pot. Remove the pot from heat.

In a small bowl, whisk together the all-purpose flour and whole milk until smooth.

Put the pot back on low heat, add unsalted butter, garlic powder, paprika, cayenne pepper, and the flour-milk mixture to the pot. Stir everything together for about 1 minute until the sauce starts to thicken.
