In a large pot, cook ground beef, and season with salt and pepper. Crumble the beef using a wooden spoon and cook until browned.

Using a slotted spoon, remove the cooked beef and transfer it to a paper towel-lined plate. Drain all but 2 tablespoons of the fat from the pot.

Add chopped onions, chopped green pepper, and minced garlic to the pot, and sauté over medium heat until vegetables are softened.

Add the cooked beef back to the pot along with dark brown sugar, apple cider vinegar, Worcestershire sauce, dry mustard, tomato sauce, ketchup, and beef broth. Mix well to combine and let simmer until thickened, about 5 to 10 minutes.
