Preheat the oven to 350ºF. Line a 9x9-inch baking pan with aluminum foil, leaving a 2-inch overhang on all sides. Coat the foil with non-stick cooking spray or grease.

In a medium bowl, whisk together the all-purpose flour, 2 teaspoons ground cinnamon, ground nutmeg, baking powder, baking soda, and salt; set aside.

In a large saucepan, melt the 2/3 cup unsalted butter with the brown sugar over medium heat, stirring occasionally until smooth. Remove the pan from the heat, and let cool slightly.

Whisk the eggs and vanilla extract into the slightly cooled brown sugar and butter mixture.
