Place the jasmine rice in a fine mesh strainer and rinse under cold running water. Gently stir the rice to avoid breaking the grains. Repeat the rinsing process until the water runs clear. Allow the rice to drain for at least 10 minutes.
Combine the rinsed jasmine rice, coconut milk, cold water, and salt in a heavy, 3-quart pot, stirring gently.
