Place the chopped potatoes in a saucepan, cover with water and bring to a boil. Cook the potatoes until they are fork-tender. Drain the water and mash the potatoes.

Cook 1 cup of rice according to the package instructions and set aside.

In a pan, heat 2 teaspoons of vegetable oil and sauté onions and carrots until they're soft.

In a large mixing bowl, combine the mashed potatoes, cooked rice, sautéed carrots and onions, parsley, and 1 teaspoon of salt.

Divide the mixture into 14-16 portions and shape them into balls. Flatten into patties using your hands.

In a nonstick frying pan, heat the 3 tablespoons of sunflower oil over medium-high heat. Fry the patties in batches until they are golden and crispy, about 3-4 minutes per side. Be careful not to break the patties while frying.
