1 cup milk

Preheat oven to 400°F.

Prepare silicone mini muffin molds by placing them on a baking sheet.

Cook elbow macaroni according to the package directions and set aside.

Heat unsalted butter in a medium saucepan over medium heat.

Once the butter is melted, add all-purpose flour and whisk until smooth and starting to bubble.
