Preheat the oven to 350°F and line a baking sheet with parchment paper.
In a medium bowl, whisk together the all-purpose flour, Dutch-process cocoa powder, baking soda, and salt.
In a separate bowl, cream the unsalted butter and granulated sugar with an electric mixer until light and fluffy, for about 1-2 minutes.
Add the eggs, one at a time, mixing well after each addition, and scrape down the sides of the bowl with a rubber spatula.
Mix in the vanilla extract.
Stir in the dry ingredients and semi-sweet chocolate chips on low speed until just combined.
SHAPING AND BAKING
Lightly flour a work surface and shape the dough into a rough ball. Cut it in half.
Roll each half into a short log, and then place the logs onto the prepared baking sheet. Shape them into longer logs about 3/4-inch high and 2 inches wide, leaving enough space for the logs to spread while baking.
Bake for about 35 minutes, or until the logs are firm to the touch.
Allow the biscotti logs to cool on the pan for about 5 minutes or until cool enough to touch.
Using a sharp knife, slice the logs on the diagonal into 3/4-inch slices directly on the baking sheet.
Turn the biscotti on their sides, so the cut sides are down, and place them back in the oven for 10 minutes to crisp up.
Let the biscotti cool on the pan for a few minutes before transferring them to a wire rack to cool completely.
