Combine the steak, canola oil, minced garlic, soy sauce, Chinese cooking wine, baking soda, salt and ground black pepper in a bowl. Mix well and set aside to marinate for 20 minutes.

Heat the canola oil in a pan over medium heat. Add the sliced garlic and fry until golden brown, about 2-3 minutes. Remove the garlic and set aside.

In the same pan, increase the heat to high and add in the marinated steak. Let it sear untouched for 30 seconds to 1 minute for a nice crust. Then keep stirring and cooking for another 2-3 minutes until cooked to your preferred doneness.

Reduce the heat to medium, add back the fried garlic and the unsalted butter then stir to coat the steak pieces with the melted garlic butter. Cook for another minute.

Turn off the heat and sprinkle the sliced green onions over the steak bites before serving.
