In a bowl, toss shredded cheese with cornstarch to coat.

Melt the butter over medium heat in a large saucepan.

Add minced garlic and finely chopped onion to the saucepan, sauté for 3 minutes, or until the onion is translucent without browning.

Mix in the diced tomato, including juices, and cook for another 2 minutes until slightly softened.

Stir in evaporated milk, followed by the cheese and cornstarch mixture, chopped green chiles, onion powder, garlic powder, and cumin.

Keep stirring until the cheese melts, and the mixture turns into a silky sauce.

Adjust the taste with salt, keeping in mind the saltiness of the cheeses used, then mix in finely chopped cilantro.

Add 2-3 tbsp of whole milk to achieve your desired consistency. Keep in mind that the dip will thicken as it cools.

Serve warm, or at room temperature. The dip will remain soft and scoopable even when cooled.

Store leftovers in the refrigerator. Reheat in a microwave and adjust consistency with a small amount of milk, if necessary.
