Preheat the oven to 375 degrees Fahrenheit and grease a 9x13-inch baking dish.

Cook the pasta shells according to the package instructions. Once cooked, drain and set aside.

In a large skillet, cook the ground beef with garlic powder, salt, pepper, oregano, and basil until browned and crumbled.

To the skillet, add the cooked pasta, tomato soup, water, and half of the cheddar cheese. Stir to combine and cook for 2-3 minutes over medium heat.

Transfer the mixture to the greased baking dish and sprinkle the remaining cheddar cheese and mozzarella cheese evenly over the top.

Cover the dish with foil and bake for 20 minutes.

Remove the foil, and continue to bake for an additional 10 minutes, or until the cheese is golden and bubbly.
