Put the olive oil, diced green bell pepper, chopped yellow onion and minced garlic in a large sauté pan. Sauté on medium-high heat for 5 minutes or until the vegetables start to soften. Stir frequently to prevent burning.

Add the ground beef to the sauté pan and cook until browned. Ensure to break up the meat with your cooking spoon for even cooking. Drain off any excess grease.

Stir in the Italian seasoning, salt, tomato sauce, cooked rice, and 1/4 cup of the shredded mozzarella cheese into the beef and vegetables in the pan.

Transfer the mixture to a large baking dish. Top with the remaining 1/2 cup of shredded mozzarella cheese.

Cover the baking dish with aluminum foil and bake in the preheated oven for 25 minutes.
