In a large zip lock bag, combine corn starch, salt, garlic powder, and black pepper. Seal and shake to mix the ingredients.

Add chicken pieces to the bag and shake to evenly coat the chicken.

Place the coated chicken in the slow cooker.

In a medium-sized mixing bowl, whisk together the hoisin sauce, soy sauce, rice vinegar, brown sugar, minced garlic, water and crushed red pepper flakes.

Pour half of this sauce mixture over the chicken in the slow cooker.

Add in the chopped mixed bell peppers.

Cover and cook on low for 4 hours.
