In a saucepan, place dried guajillo and arbol chiles, and then fill with enough water until chiles are fully submerged.

Turn off the heat, cover the saucepan and let the chiles sit for 15 minutes till they soften.

Drain the chiles and transfer them to a blender.

In the blender, add chopped Roma tomatoes, minced garlic, chopped onion and kosher salt. Blend until completely smooth.
